Joe directs, controls, and monitors the completion of risk assessments, and the development of internal audit strategies and plans based on organizations’ existing conditions. Joe and his team provide services in risk assessment, internal audit consulting, and IT audit and consulting. He also provides SOX compliance services for public companies undergoing mergers or acquisitions, or that otherwise make significant business changes to their internal operations.
For over 30 years, Joe has helped organizations identify ways to reduce costs and enhance revenue. He has successfully guided organizations in the development of effective governance, risk, and control initiatives in various industries, including non-profit, education, government, retail, hospitality, and financial services. Joe and his team ensure SC&H clients lower the costs of their compliance, and realize significantly reduced compliance costs in the future.
For example, when a public company needed to comply with Sarbanes-Oxley (SOX), its first attempt on its own did not satisfy auditors. Joe was asked to review the company’s internal controls, and together with his team recommended more than a two-thirds reduction in controls. With the recommendations implemented on a management level, the company met the auditor’s requirements, but also saved a significant amount of man-hours and was able to use its resources more productively.
Joe previously served as the State Internal Auditor for the Commonwealth of Virginia. He was directly responsible for the start-up and on-going operation of over 35 internal audit departments in major agencies and institutions, with over 220 internal audit professionals under his guidance. Joe was instrumental in the operation of the Governors’ Fraud, Waste, and Abuse Hotline, where he identified $1.3 million of savings in a three-year period. He was also the Director of Internal Audit for one of Virginia’s largest non-profit foundations.
A graduate of the University of Richmond, Joe received his B.S. in Business Administration, graduating with honors, and earned a M.S. in Business from the Virginia Commonwealth University. Joe is a CPA, a Certified Internal Auditor (CIA), and a Certified Information Systems Auditor (CISA). He is a member of the American Association of Certified Public Accountants (AICPA), The Virginia Society of Certified Public Accountants, and the Information Systems Audit and Control Association. Joe served as past president of the Institute of Internal Auditors central Virginia, and was named a SmartCPA in for two consecutive years by Smart CEO Magazine.
